Antique Leather Workers' Type Pliers / Punch Tool

Unsure exactly what these are for, around 1/2" x 1/8" cutting / punch part, though this is blunt so unsure if this was meant to be cutting and punching or just marking. Has a depth screw.

Around 9" total length.

Very rust stained and pitting in places but a lovely old tool.
